A new TV ad produced by two business group urges Congress to pass legislation rewriting the definition of "joint employer" so the rule no longer applies to franchise businesses.
The International Franchise Association and U.S. Chamber of Commerce are pressuring lawmakers to pass the Save Local Business Act. The House bill would effectively negate a 2014 decision by the National Labor Relations Board to treat franchisees as joint employers for the purpose of labor law enforcement.
"This ad highlights how legal ambiguity makes it harder for small businesses to expand by undermining the 733,000 franchise businesses across the country, which contributes 7.6 million jobs and $404 billion to America's economy," said Matt Haller, IFA's senior vice president of public affairs and government relations.
The ad features Danny Farrar, a U.S. Army veteran and the founder of fitness franchise SOLDIERFIT. It will air on TV stations in the Washington, D.C, area and be featured in nationwide digital campaigns.
